The Commission consistently raises human rights related concerns with the national authorities of Azerbaijan in line with the commitments made by the country under international human rights treaties and the European Neighbourhood Policy (ENP) Action Plan.In particular, the Commission has repeatedly called upon the Azerbaijani authorities to fully respect media freedom and freedom of expression.With a view to further engaging with Azerbaijan in the area of human rights, including on individual human rights cases, the EU has decided to initiate a regular dialogue with the country in this field.In a first phase, the EU will pursue this dialogue locally at the level of EU Heads of Mission, in close consultation with the EU Special Representative for the South Caucasus, with a view of establishing an EU Troika capital-based dialogue in the future.
The respect for rights of persons belonging to national minorities represents a priority under the ENP Action Plan.The Commission closely monitors implementation by Azerbaijan of its commitment in this area.In its 2007 Progress Report on the implementation of the ENP Action Plan (published on 3 April 2008), the Commission noted that the authorities had failed to address the absence of a legislative and institutional framework as regards the protection of national minorities.The Commission outlined a number of issues of concern.
Under the European Instrument for Democracy and Human Rights (EIDHR), a substantial amount of funding has been allocated in 2007 and 2008 in support of local civil society in the fields of human rights and democracy, including the promotion of media freedom.This may also include support for minority language publications if a relevant project proposal is submitted and retained in a competitive selection procedure;however, the Financial Regulation does not allow for a targeted support to such publications (additional information can be found of the website of the European Commission Delegation at:
