    On February 14, 2020, the Baku Court on Grave Crimes sentenced Talysh scholar, journalist and politician Fakhraddin Abbasov (Aboszoda) to 16 years in prison. This case began with his illegal extradition to Azerbaijan by Russia on February 27, 2018. Even the Moscow Regional Court recognized the illegality of this decision on April 29, 2019. In 2011, Russia granted him temporary asylum, and in 2014 he received a residence permit and applied for citizenship of the Russian Federation.                                                                     
After the extradition F. Abbasov (Aboszoda) was detained for 38 days in Baku without a Court order. On day 38, he was given a decision by the Sabail District Court of Baku dated July 14, 2018 about his 4-month arrest. Based on this decision, he had already been detained in Russia for 6 months, so his detention in Baku was illegal. He lodged an appeal, for the consideration of which no one was admitted. None of the Court documents was made public.                                                                                                                             
Subsequently, he was deprived of the right to appeal to the European Court of Human Rights on this complaint. His lawyer, E. Gambarov, told him that he had sent a complaint to the ECHR, showing an addressless postal receipt, but there is still no answer from the ECHR.                                                                               
He was also deprived of the opportunity to send a complaint to the ECHR in the case of his illegal expulsion from Russia. Being in complete isolation, not receiving any information from outside, he could not confirm the credentials of European lawyers, who, at the initiative of his relatives, filed a complaint to the ECHR.                                                                                                                                                                      On February 14, 2020, the Baku Court on Grave Crimes, chaired by the former investigator of the Ministry of National Security for particularly important cases Faig Ganiyev, found F. Abbasov (Aboszoda) guilty of committing public appeals against the state (Article 281.2 of the Criminal Code of the Republic of Azerbaijan), incitement to national hatred and hostility (Article 283.1), as well as of high treason (Article 274). The accused completely denies his guilt. The only witness for the prosecution, Shykhiyev Rizvan Suleyman oglu, said during the Court session that he had signed a protocol of pre-trial evidence without reading it. Also, he rejected all the testimony against F. Abbasov (Aboszoda), attributed to him. The Court named the world-famous Iranist Garnik Asatrian “the Armenian intelligence Officer”, with whom F. Abbasov (Aboszoda) allegedly collaborated. At the same time, the Court did not provide any evidence that he was an employee of the Armenian special services. Previously, two other Talysh scientists - Novruzali Mammadov and Hilal Mammadov (arrested in 2007 and 2012, respectively; both were recognized as political prisoners by international organizations) - were also convicted under Article 283.1 of the Criminal Code of the Republic of Azerbaijan ("incitement to national hatred and hostility ") and Article 274 ("high treason"). In their case, the Iranian researcher Ali Abdoli was named the "Iranian intelligence officer" with whom they allegedly collaborated.

The trial itself was held in a partially closed regime, allegedly due to the fact that the case contained state secrets. However, F. Abbasov (Aboszoda) has not lived in Azerbaijan since 2008 and has never had access to any state secrets.The court decision of February 14 has not yet been made public. Lawyers were forbidden to distribute it.On February 25, 2020, the new lawyer of F. Abbasov (Aboszoda) G. Ibrahimov filed an appeal against the decision of the Baku Court on Grave Crimes. But the date of the appeal has not yet been determined.In addition, the health status of 63-year-old F. Abbasov (Aboszoda), who has a chronic diseases, is of particular concern. During the COVID-19 pandemic, he continues to be held in the pre-trial detention center of the State Security Service of Azerbaijan. The general level of medical safety in such institutions in Azerbaijan is very low.                                                                                                                                                                     The case of Fakhraddin Abbasov (Aboszoda) is a continuation of the systematic persecution of Talysh public figures in Azerbaijan. Any cultural, scientific, social activity is subjected to pressure from the authorities - from dismissal from work and deprivation of income up to criminal prosecution and murder (as in the case of Novruzali Mammadov).                                                                                                                 Despite reports of international human rights organizations and PACE resolutions in connection with the restriction of the rights of national minorities in Azerbaijan, neither local human rights defenders, nor even the conditional opposition, are trying to protect the rights of indigenous peoples - in particular the Talysh. And they completely ignored defense in the case of Fakhraddin Abbasov (Aboszoda), or even supported his persecution. They are completely ignoring the case of Fakhraddin Abbasov (Aboszoda), and holding back even numerous procedural violations that the investigation and the Baku courts committed during the year of his illegal detention. This confirms that a large-scale policy of assimilation is supported by all political groups in Azerbaijan, regardless of what kind of democracy supporters they are trying to present themselves in the eyes of European countries and organizations. Indigenous peoples themselves, however, have absolutely no access to the right to political representation.We demand the immediate release of Fakhraddin Abbasov (Aboszoda). And we also urge the authorities to begin early reforms of national policy.
